Elmadan is the mayor of Sataene and the boss of Chapter 1. Prior to the events of the game, he passes a law called Proposition 3.14, which bans Mr. Saturns' bows. This upsets the citizens of Sataene, and the city quickly loses its ability to function as a result of its citizens being driven out. Eventually, Alinivar and Col. Saturn meet a Mook nurse at the Sataene hospital who gives them a bludgeoning goat, which they use to break the fence blocking the path to Elmadan's mansion.
Once at Elmadan's mansion, Alinivar and Col. Saturn fight Elmadan's army of Mook Seniors, Grouchy Trash Mooks, and Wobbly Octobots. Eventually, they reach the balcony of the mansion, where they see Elmadan discussing his plans to destroy them with Greyface. Despite Greyface's belief that he'll lose, Elmadan challenges Alinivar and Col. Saturn to a fight.
Elmadan begins the battle with a shield enabled, which regularly restores his HP. However, it can be destroyed fairly quickly. Once his shield's destroyed, Elmadan summons Lesser Mooks to assist him in battle, though by this point, Alinivar and Col. Saturn are powerful enough to take them out with ease.
